A Technical-Managerial Framework for Determining Periodic Performance Indices and Operating Ranges of Power Grid Frequency

چکیده :
Frequency is one of the most important health indicators of the power system, demonstrating the global active power balance throughout the grid. Accordingly, operators try to restrict the frequency deviations against all types of active power imbalances as much as possible. Moreover, periodic performance indices are utilized to evaluate the quality of this real-time process. Since each particular grid has its own characteristics and circumstances, a wide variety of operating ranges and periodic performance indices is used for various power grids throughout the world. Policymakers have to specify the proper types and set the value of these ranges and indices for the grid. However, there is no procedure for this process in the literature. This paper introduces the operating ranges and periodic performance indices used in the most advanced power grids and generalizes the concepts in order to present a classified set of ranges and indices applicable for various power grids. Then, a technical-managerial framework is presented to determine the acceptable and desired values of these ranges and indices. The proposed framework is based on simulation studies and statistical analysis and considers different managerial policies to determine the values. The proposed method is implemented on a real large-scale grid in order to demonstrate its applicability, correctness, and efficiency.
