Data Association For Multi-Target 3D Localization Using Two Rotating Transceivers Based on Azimuth AOA and Range Measurements

This paper addresses three-dimensional (3D) multi-target localization using a minimal sensing architecture consisting of two rotating transceivers that measure azimuth Angle of Arrival (AOA) and range. In multi-target scenarios, each transceiver produces an unordered set of azimuth-range measurement pairs, and the lack of measurement-to-target correspondence prevents the direct application of conventional Maximum Likelihood (ML) localization. To overcome this challenge, we utilize a permutation-invariant objective function that jointly exploits azimuth AOA and range measurements without requiring explicit data association. The resulting objective is non-convex and multi-modal, with pronounced maxima at true target locations. We therefore employ Particle Swarm Optimization (PSO) to search for these peaks and estimate one target at a time. After each estimate, the most consistent measurement pair at each transceiver is selected, removed from the measurement sets, and the procedure is repeated until all targets are localized and all measurements are associated. Simulation results demonstrate that the proposed method achieves perfect association in low-noise conditions and exhibits graceful degradation as either range or azimuth AOA noise increases.
