Proposing a Standard Framework for Evaluating and Ranking Cloud Providers Suitable for Government Cloud

چکیده :
With the expansion of cloud computing in the public sector and the tendency of governments to migrate services to the cloud platform, especially with the participation of the private sector, the selection of cloud service providers that meet the needs of government organizations has become one of the fundamental challenges for policymakers. Since government organizations have different characteristics in the process of migrating to the cloud, it is of great importance to provide a coherent framework that can cover the necessary requirements. In this study, a comprehensive framework is presented for evaluating and ranking public clouds suitable for use in the government cloud. The proposed framework is designed based on ISO cloud standards and its indicators are tailored to the needs of government organizations for migrating to the cloud. This framework includes measurable evaluation indicators that cover various dimensions such as service delivery capability, performance, scalability, cost management, cybersecurity, and usability. In order to validate the proposed framework, a selected set of cloud service providers at different levels were practically evaluated and the results were presented in the form of a four-level scoring and ranking model (A to D). The results show that the proposed framework has an appropriate ranking in determining the position of cloud service providers and can be used as a reliable tool in macro-decision making, government organizations' migration to the cloud, and cloud computing policymaking in the public sector.
