Stochastic Unit Commitment with Three-Point Estimation Modeling of Wind Turbine Uncertainty and Voltage Stability–Oriented Penetration Limit

The stochastic unit commitment (SCUC) problem is a fundamental component of power system planning and operation. It extends the traditional unit commitment formulation, explicitly accounting for uncertainty. With the increasing penetration of renewable energy sources (RESs) and their uncertain behavior, accurately modeling their uncertainty, particularly that associated with wind speed, is a crucial issue. Additionally, due to increasing electricity demand, the voltage stability margin (VSM) plays a more prominent role than in the past. This paper presents the novel SCUC framework that incorporates the optimal placement of wind turbines while maximizing the VSM. Wind speed uncertainty is modeled utilizing the three-point estimation method (3PEM). The proposed approach is formulated as a mixed-integer linear programming (MILP) problem. Its effectiveness is evaluated on the IEEE 24-bus test system through several case studies. The suggested model is implemented using the GAMS optimization software and solved by the GUROBI solver to obtain an optimal global solution. The simulation results illustrated that the optimal siting of wind turbines can significantly enhance the VSM while accounting for uncertainty.
