The Impact of Human Development Variables on E-Participation: A Comparative Analysis and Case Study of Iran

چکیده :
E-participation, as a core pillar of digital governance and a primary instrument for inclusive public decision-making, is influenced by a wide range of structural, social, and human factors. Among these, the Human Development Index (HDI) plays a decisive role in shaping both the capacity and willingness of citizens to engage actively in electronic participation processes. The aim of this study is to examine and analyze the impact of human development on the level of e-participation across countries. To this end, the study utilizes the latest United Nations data (2025) on the Human Development Index (HDI) and the E-Participation Index (EPI) for 185 countries. The data are analyzed using statistical methods including Pearson correlation analysis, analysis of variance (ANOVA), and linear regression. The results indicate a strong, positive, and statistically significant relationship between HDI and e-participation. Furthermore, the regression findings demonstrate that human development explains a substantial proportion of the variation in countries’ e-participation levels. Accordingly, enhancing the core components of human development can be considered a fundamental prerequisite for improving e-participation and strengthening participatory digital governance.
