Microgrid Formation-Based Resilient Distribution Network Planning Considering Human Well-being Loss

Unexpected incidents are a major cause of power system blackouts. Distributed energy resources (DERs) can mitigate the resulting damage. Resilience is crucial for maintaining societal stability and preventing cascading failures in interdependent infrastructures during increasingly extreme weather events. This paper proposes a mixed-integer linear programming (MILP) model for distribution network planning via microgrid (MG) formation and reconfiguration using DERs—specifically microturbines (MTs), photovoltaic resources (PVs), and battery energy storage systems (BESSs)—to enhance power distribution network resilience, considering human well-being loss (HWBL). The model introduces a new resilience index and addresses both the normal and post-earthquake emergency conditions. The objective function minimizes DERs installation and operation costs, energy exchange costs with the main grid, HWBL costs and load shedding costs after an earthquake. The model's effectiveness is demonstrated using the IEEE-33 bus system.
